Some tribes in Africa practice circumcision when a boy reaches a certain age as part of their traditional rituals. It u is usually performed by a healer who cuts ineffectively which leads to infection or death, but if the boys survive then they become less likely to become infected with HIV. Some studies have found that the risk of contracting HIV are reduced by 57% or more after circumcision. Because HIV and AIDS are still incurable, so contracting them results in lifetime antiretroviral therapy which is expensive, so circumcision is much cheaper if it reduces the risk. It's kind of a long article, but very interesting. Take a look.
